Armenian family seeks for working permit in Germany!

Family from Armenia has temporary residence permit to stay in Estonia. Because of the health of the son they need to go to Germany but first they should get working permit. Is this even possible that non EU citizen who has temporary residence permit in other EU country can get permit in Germany? Maybe somebody could help!
