ILR SET (M) Section 5.2

I am an bit confused as to what are they actually asking.
I have passed life in the UK Test in 2011 and have the paper to hand.
as the application form and language requirements have changed and i have to take additional qualification i.e ESOL level 3.
can anyone confirm what other qualifications are equivalent to fulfill the requirement.
can i do IELTS? i have in the past done IELTS and achieved 6.5 but i took that test over 9 years a go.

See the list of English Language Tests that have been assessed as meeting the Home Office‟s requirements (click). The IELTS test can still be used for ILR even though it is expired.
