Does Tshirt Designer qualify?

Please, I need your advice on whether a job title as a Fashion Designer in a Tshirt design and printing business will qualify for a tier 1 Ent visa. As it is stated in the policy under: 3422 Product, clothing and related designers(Creative)

Assuming this is with regard to PSW and 50k, you need to be designing the clothes rather than the motif that is printed on a pre-existing garment.
