I would imagine applying for your passport in Poland would be the quicker of the two options.

The problem may be the large number of Polish citizens in the UK. The embassy was configured for a population of maybe 100k citizens, and now has to serve 10 times more.

Maybe try applying at the embassy in Paris or in, as the other poster suggested, in Poland itself. In the mean time you can travel on your ID card in Europe.
