Help With ILR and Citizenship

Hi there, I'm helping my friend from Iran with her citizenship status but am lost as to what she is and is not eligible for.

She came here in 2011 and claimed refugee status. From what I read on her Residency Permit Card she was given Refugee Leave to Remain with work until April 2016 (issued March 2013). She is a Registered Nurse and is already working in this role.

She wants to get her UK passport as soon as she can so we would like some clarification on the following please:

1. Is her Refugee Leave to Remain the same as ILR?
2. If it is the same does she only have to wait 18 months to apply for citizenship/passport?
3. If it is not the same, how long does she have to wait for ILR?

Any help with these 2/3 questions would be very much appreciated.
