Dependent Child Visa - English Language requirement

Hi,
I have an Indefinite Leave to Remain in the UK.
Is it mandatory for my Son aged 9 (Will turn 10 this April) to satisfy the English Language requirement to apply for entry clearance?

This was exactly my understanding as well. However, while I was filling up the online form for my son; I had to fillin his date of birth. Based on the date of birth I was expecting the English Language Requirement section to disappear. Apparently, I have to either choose Yes or No for the question "Are you exempt from English Language Requirement?". Also state why chose Yes or No. This is what confused me
