The short answer is yes.

The longer answer is that it depends.

It is unlikely that an encounter with the police and a minor telling off over a lie would result in a refusal. A conviction for obstructing the police or wasting time might be more serious. A court conviction and significant jail time would almost certainly result in deportation.

I prefer to keep all my dealings in the open forum thank you.

My knowledge comes from the rules on which deportations are based and the thresholds which the government uses to determine whether or not to deport someone who has served jail time and under what grounds. You should also be aware there is a general 'good character' rule for most visa applications.

A documented run in with the police that doesn't involve a caution or a conviction is unlikely to cause any problems.

A simple caution is only likely to impact ILR and a conviction may impact a number of different visa applications depending on the severity of the punishment and crime.
