Moving From Tier 2 ICT to General - Language requirements

I am in the process of moving from a Tier2 ICT to Tier 2 General within the UK. I previously completed an IELTS and was told that if I were to extend my ICT I would not need any language renewal. Would this still be the case in moving from ICT to General as my IELTS certificate has expired.

Also what is the fastest way of getting a certification, i.e, are there "fast track" options? My overall band on the previousl IELTS was 8.5 if this helps. If I am to redo some sort of test on B1 level do I need to to reading, writing and speaking? I am basically looking for the fastest option as I am running out of time.
