Tier 2 and ILR

Hi all

tier 2 via psw route

Was reading through New ILR rules and it confuses quite a bit. Does it mean after April 6th 2016, a person who has been on Tier 2 for 3 years + psw 2 years can apply for ILR provided they have 35k and Passed life in the uk test?

There are rumors psw will be included in the coming years towards 5 years ILR rule , is it true?
