urgent help about settlement visa for husband n children

Dear Sir,
Today i am asking about my sister case. she wants to apply settlement visa for her husband n children. My sister holds Kong Kong BNO Passport. she is currently living in the Honk Kong. she has two children with her (both are under 18) . Now she wants to apply settlement visa for her husband n children together. what are required documents for husband and children ?? I heard that ECO will assesses their application against paragraph 297 of the immigration rules. Is that true?
