recent refusal after fresh application

hello,

i have applied for entrepenure may 2013 that has been refused in july and i appealed on tribunal then permission for uppar tribunal all of them been refused and then i applied a new fresh application with all the complete set of documents and today i got the decision which is refusal i think home office is just taking a piss i have completed all the requirements for team application, now they refused my and my partner application and the reason was we did not provided the letter from financial institute in which its written that i can use my partners funds and my partner can use my funds but we both attached the declearation that i will make my money available for my partner and so do he, even i attached the letter from solicator in which its stated that they we both are agreed on this terms but home office put the reason that financial institute has to write that but as far as i know uk banks do not write this kind of letter, for all this i need some good suggestions for my next move either i have to go for judicial review of just send a letter for review of this application they refused or do i have any chances to win the case if i make a JD. please help

Dear Friend if you have only this refusal for Bank Letter the best thing I advise you that make a letter according to their (UKBA) and send to BANK via email that you need this letter, in return definitely they will say this against our policy , so keep this in your record and show to JUDGE at the time of hearing. This is only a way that u deal Home Office. As far my understanding Home Office are not interested to issue visa for those who applied as a Team.
But don't tell Bank you need this letter b/c of your hearing or Visa issue.
