Can Tier 4 Dependent switch to Tier 2

Sorry If this question is asked before
I am asking this question on behalf of my Friend Who is already working in UK as a IT Manager and he is on Tier 4 Student dependent visa.
Is he can switch from Tier 4 Dependent to Tier 2 General according to the new rules
and because he is already working in the same company since 2 years do he or company has to show/pass the labour market test.
