Alternatives to ILR dependant application

Hi,

I've been in UK on Tier 2 visa since 2009 with my family. Later this year we are passing 5-year mark and were planning to apply for ILR.
However as I discovered this weekend dependant ILR applications also require English language qualification.

My wife attends english courses at the local college, but she won't have required "ESOL Entry 3" qualification in time.

I'm trying to figure out what are our possibilities -- is it possible to delay her visa application by an extra year or so?
There is "Family of a settled person" visa, but reading the description I get a feeling it doesn't apply to us, am I right?

Are there any other options?

She may continue to apply for leave as a PBS dependant before her leave expires, until she is ready for ILR.
