Changes to Right to Work check?

So my wife is a Canadian citizen with ILR in the UK, held since 2011.

She holds her expired Canadian passport with her ILR sticker inside and a current Canadian passport issued by the High Commission in London.

We have come across this online about changed that came into force re: Right to Work checks in the UK recently: https://www.gov.uk/government/uploads/s ... uments.pdf

It states that only current passports from non-EU citizens can be accepted as proving the right to work - so if my wife were looking to change job at any time in the near future (which is not outside the realms of possibility) this seems to suggest that her trustworthy combo of new passport + old passport with ILR would no longer be acceptable... Is our reading correct?

Is it just a way of forcing everyone to apply for Biometric cards?!
