Gibraltar is a British Overseas Territory and not part of the United Kingdom. Therefore you need to check with the Gibraltar authorities whether you need a visa.

If you want to cross the frontier into Spain, you may need a Schengen visa.

Crossed by car to Gibraltar from Spain last year just showing my ILR with a non-EU passport, so it seems that UK issued visas are good enough

A list of the countries whose citizens require visas to enter Gibraltar can be found on the Gibraltar Government website, here.

In addition, this site notes that:
  • Visa Nationals with UK Multiple visas which have been issued for 12 months or more, regardless of category, are eligible to enter Gibraltar at the ultimate discretion of the Immigration Authorities without the need for an additional visa. This exemption also applies to persons who hold Indefinite leave to Remain in the UK and to persons who hold UK Certificates of Entitlement to the right of Abode (and have not been absent from the UK for more than 2 years). Persons who hold standard 6 month multiple visit visas are not exempted from the requirement to hold a separate visa for Gibraltar. In addition, non-EU nationals who reside in the UK and hold residence permits with a specified validity (i.e. not indefinite leave to remain) are not exempt from requiring a separate visa for Gibraltar.
