Consent Order time expired please advise

Hi

Me and my family, wife and 3 kids in uk for 12 years. We lodged our application for DLR under Art.8 on basis of children. The details are:

June 2012 - Application sumbitted
July 2013 - Application refused
Oct 2013 - JR process started
Nov 2013 - HO withdrew previous decision and requested 21 days time which was granted
Dec 2013 - HO requested another 21 days time which was granted
Jan 2014 - HO agreed to send consent order but didn't do
Feb 2014 - HO sent consent order with no time limit to review application, no cost to pay & to withdraw JR
March 2014 - My Solicitor amended that HO will review in 3 months, pay reasonable cost and JR will continue
March 2014 - HO signed the amended consent order and agreed all terms and also to decide in 3 months.

Now 3 months time is finished and still no response. My solicitor has already sent reminder. He said if they do not respond in 10 days, we will inform them to continue with JR again which is still pending and not withdrawn.

Is this usual behavior of HO with consent order. Anyone has same experience. Any chance that HO will review in 10 days or on receiving threatening letter of resuming JR again. OR if not any of above what can be next.
