10 year long residence as tier4 student

i applied on my student visa this month and i needed 2 months to complete my 10yrs as tier 4 general student
i never switched to any other category and never been refused on my visa's through out
im thinking to apply 28 days before my legal 10yrs n hoping that my tier 4 application will still be in process when i apply for LR
a layer told me that i needed to attach a previous decision on a similar case and situation with my LR application to be successful.
Please Advise me.
tier4 application sent 5/6/14
exact 10 yrs will be on 8/8/14
Applying 28days before is 11/7/14
Can i Apply 28 days before exact 10 yrs to be on a safer side n before HO decide on my tier 4 application or or do i have to wait for exact 10yrs and then Apply for LR
