Lost travel document and biometric residence permit abroad

Hi,
I have been recognized as a refugee in the UK in 2012. I travel to Belgium this year, but I lost my travel document as well as my residence permit. I went to see the British consulate in Belgium, but they advised me that they do not issue emergency travel document to foreign nation. i was advised to apply for a single entry visa but they too said because I do not have a passport they cannot issue me a visa. I am now stuck in Belgium for one months not knowing what to do in order to go back to the UK.
Has anyone experienced anything like this? Your advise will be much appreciate.
