tier 2 ICT Dependent to tier 4

Hi
My wife is currently on tier 2 ICT Long Term Dependent Visa. She wants to pursue PHd here in UK. Can she change her visa to tier 4? what is the requirement for this transfer and will there be in cooling off period in this case?
