Awapping Tourist Visa to Spouse Visa EU citizen in UK

One of my friend (Indian national) is on Tourist Visa in UK and has met a guy online living in US and they have maintained distant relationship since last 2 years. He is German national. They want to get married and both wants to move to UK and settle here. The guy has lived in US for the last 8 years and has kept his German citizenship. The question is:
1. Can they get married in UK?
2. Does the guy have to apply for any entry clearance in UK?
3. Does the girl has to go back to India and apply for a different category of visa (spouse/dependent)?

Any advise would be greatly appreciated.

I believe she would have to return to India to apply. Given that her boyfriend is German, she could apply via EU rules which is much cheaper.

After marriage, I believe that she may apply for EEA2 in the UK, assuming that her husband is a qualified person or has PR.

EU nationals do not need visas for the UK. They could get married in the UK, although strictly-speaking it goes against the terms of a tourist visa, but couples have done it. They just have to make sure to say in case UKVI interviews them before the marriage that it was a spontaneous decision with no pre-planning, otherwise she could get removed from the UK. Once married, the Indian national can apply for an EEA2 as Vinny said. Once married, the Indian national has automatic rights of residence in the UK as the spouse of an EEA national as long as the EEA national is exercising Treaty rights after 3 months from his arrival.
