Urgent... SOC 2136 Shortage occupation?

Hi.
Some one please confirm me if SOC 2136 software engineer (programmer) is on shortage occupation list or not because the document is confusing about it which states that:

the following jobs in visual effects and 2D/3D computer animation for the
film, television or video games sectors:
- software developer
- shader writer
- games designer

Can everyone who is falling under SOC 2136 can apply in shortage occupation list category or there is some division ?

SOC code 2136 is for Programmers and software development professionals but within this code only the jobs listed in the shortage occupation list are considered shortage occupations
