T2G Dependent counted as cooling off

Hi
a friend told me that time spent under T2G Dependent is counted towards 12m cooling off. Just want to confirm this with Gurus here..
So, currently am on T2ICT (entry clearance on Sep-12), if now I move to T2G dependent and remain on T2G dependent for 12 months - does this counts towards 12 month cooling off ? i.e. at the end of 12 month I can apply for T2 General and considered 12 month notice period served?

cooling-off only applies to T2 entry clearance applications where the applicant previously had T2 leave. PBS dependant leave is not T2 leave.

So that means if currently I am on T2ICT, I can change to T2General Dependent in country & after 12 months can apply for T2General (from home country of course) & in effect never have to leave UK for 12 months?
This can be an easy way of avoiding leaving country due to cooling off!!

Gurus,
a visa consultant said thats not correct.
We are totally confused
to clarify, i am currently on t2ict, so 12 month cooling off applies after my visa expires. Instead, before my visa expires, i move to T2 General dependent & remain on it for 12 months (remain in UK itself but on T2G dependent) & after 12 months on T2Gdependent, apply for my own T2G (from home country, if i get restricted cos etc)
Is it feasible ?
