Switching from Tier 2 ICT short term - Tier 2 General

Situation:

1. Currently working in the UK on Tier 2 ICT (Short term staff).
2. Current Visa Validity: Sep 2013 to Sep 2014.


I have a new job offer who will be giving me sponsorship after conducting RLMT to apply Tier 2 General. I was told by Sponsor that I am eligible to apply Tier 2 general, however I could not find any rules stating the same in UKBA website .

Question:
1. Am I eligible to swap/switch my Visa from Tier 2 ICT short term staff migrant to Tier 2 General while I am in UK ?
OR Do I need to go back to Home Country and apply Tier 2 General from there ?

2. Also, is there any cooling period applicable for this Switch (As this is Change in Sponsor)?

Can you please help me with your suggestion ?

1. You cannot switch in-country. You will have to go back to your home country and apply.

2. You will be subject to a cool-off of 12 months.
