EEA 6 months visa in abroad

Hi my cousin he is got married to my other cousin in Pakistan, basically she is dual nationality holder, she is living in the UK since 2005, her husband he is only holding Pakistani nationality, they got married in Pakistan, where they applied in the British high commission for visa, British high commission issued him 6 months visa, my question is that what he needs to do now to apply to EEA2 visa now???
Do they need to register their marriage here in the UK as well? because someone told them you don't need to register your marriage here, and does she need to send her Belgium passport as well?

Not only do they not need to "register their marriage", there is not really any way they could do so.

Now he needs to apply for a Residence Card using form EEA2
