Getting dependent on Student Visa or Tier 2 general

I am on ICT tier 2 visa ( ST) and was exploring the below options. Which one will be better .
1. Get Student visa for spouse and be dependent on that. What will be work rights I have and possibilities of employment ?
2. Get a umbrella company and get Tier 2 General for Spouse and be dependent on that.

Guys , which one is best option considering investment , employment and long term settlement in UK.
