URGENT..!!! Job Change - Please Advice

Dear Experts

I'm in Tier 2 General with designation SOC 2010(3545)) for last 16 months. Now i'm willing to change my designation to SOC 2010(2136)). Please experts answer to my below questions..

1.) Is that possible to change my designation now with new COS?

2.) Do UKBA consider me as a new entrant or experienced entrant?

3.) I found salary requirement for experienced is 29600. I have that now. Do my application get success?
