EEA Family permit for no EEA parents

Hello,
i am a pakistani national living in spain for 2 years, i have a Residence Permit for Family Memeber of EEA citizen. my wife is a spanish national.
Question: My parents are coming to the spain on a short stay 90 days multiple schengen visa, with family visit catagory. we send them invitation letters etc from here to abtain visa.
When they will come to spain, we have planned to travel for UK for one week. i have applied an EEA Family permit from British embassy madrid. my wife does not need it...
Can my parents also get thier EEA family permits from British Embassy madrid? as they are Dependent ascendant of us...
Kindly give me information about this...
