Tier 4 application returned as Invalid

CAN ANYONE HELP?
My application is returned as invalid because I didn't give my bio-metric but I didn't receive any letters to confirm that I need to give bio metric.

The letter says I need to do fresh application but my college is asking me to go back home and reapply .

I want to go back home but home office people have not returned my passport. What shall I do?

They should have sent you a biometric information notification letter.

Was the decision prior to 6th April 2014?
