PSW to Tier 2 general visa result Delayed even after 90 days

I was on PSW till August 1st week 2014 and before that i got a offer from IT company (A rated) which related to my profile. I applied for my Tier 2 General visa on August 2014. I posted my application on 06th August 2014- Submitted application by post and it was delivered to the Durham office on 07th August 2014. Payment was taken from my account on 08th August 2014 and i received my acknowledgement letter and Biometrics appointment letter was issued on 11th August 2014. I gave my biometrics on 18th August 2014.

As per the rule I was suppose to get my visa between 15 to 90 working days from the date of postage of my application. After month i enquired Public Enquiries office by email for my application progress update 26 September 2014 But i got a replay on 13th October 2014 saying like sorry for the delay and we will call you to your mobile shortly and they called me said still we need to process your file later i waited till 90 days to get completed. At last i called them on 12th December 2014 (90th day of my visa processing day )again they said same thing that we need to process your case (I got from the visa immigrations front desk person). Personally, till now i didn’t get any information from the immigration office, even a letter state about delay issue or anything about my visa progress or any update.

I really feel depressed in this situation that i haven't been heard back yet any good news so in any case if you can help me what i suppose to do and get some update that will be much appreciated and helpful.

*Can I call immigration office case worker to know the exact situation?
* Why it’s getting delayed even after i submitted all required doc?
