How to settle in without anything before arrival?

How to settle in without anything before arrival?

So far I don't know which city I would need to go to. I lived in London so I know it a bit, I have payed 320 pm for a room with a bed which is enough for me. Is this still realistic a price or is it more expensive now? If possible, I would like to have it cheaper.

How long will it take to get all necessary documents and what documents will I need first?
Do I need some document for employers to consider me?
Will I be able to get a bank account with just my EU ID?

Let's say I come to UK and find a room to rent, how likely it is that I will find someone who will rent it to me with just a deposit without proof that I'm working and where to search for those options?
Would you say it's an OK option to stay in some cheap hostel first if you need to find a place to rent? Are there really cheap hostels in London with shared rooms for like 20 a night not in central areas or are these mainly for tourists?
What are THE most cheap options for rent (with a postal address) in London? Is there something weird like garages but with cozy insides? I don't really care about appearing normal and living in a same brick house everyone else lives in. But I need electricity and Internet.

Cheap cities with few ethnic minorities? Do they exist?

You can ignore my question about minorities. What I was asking for is something like this http://www.theguardian.com/news/datablo ... land-wales to decide where I could fit in better. Also, my questions about rent options are probably unrealistic really (it's probably really hard to find an unusual place to rent that would still be legal)...

What document will I need to get to be able to start working in UK? I remember that about 3 years ago EU nationals were allowed to start working with just an ID and they could apply for NIN after they started working. Now I don't see mentions of NIN on the forum, perhaps the rules changes? If I've read someplace correctly, now some kind of card is required to start working? EEA1 registration certificate maybe?

Is there anything I can get from my country before arriving that would help me? I think I've read something about proof of address in a home country, maybe it could be required for rent. But if I'll be renting without agreements then I know it won't be needed. Right? But by default I will only have ID and passport.
