Shouldn't a skill worker be able to spell lose correctly?

Definition of loose in English:

You state "They not only pay NI and Tax at the higher rate" - higher rate compared to whom? The UK taxation system works on a progressive system - anyone earning £40,000 per year as a PAYE employee will pay the same rate of tax and NI regardless of their immigration category or if they are EU/EEA working. In any case, once the personal allowance is taken into account, the £40,000 is actually taxed at the basic rate of 20%, not the "higher" 40%.
I can understand what you are trying to do, but your petition should be structured in a way to give it credibility.
