I wish to apply for the HSMP again. Previously my application was refused because I provided inappropriate proof of my English Language ability. I am going to do the IELTS on August 16. I will receive the result on August 29.

I had previously applied for the HSMP on the basis of student-status; my student status, I believe, would expire by September 4.

If I send my application by August 29, it should reach Sheffield by September 4 all right, but I might get time barred because Sheffield would only initiate consideration of my application once my application fee gets cleared.

The question is: What if I sent my documents and payment now with a letter requesting that while the payment may be cleared at the banks, my application may only be reviewed as soon as they receive my IELTS – which they would by September 4.

Would this work?

Or would they say that as soon as the HSMP number is allocated, they cannot but help themselves with initiating the assessment on the basis of the documents that they have received?

you can do that. i think there's a column in the form that you can state what documents are outstanding and also for u to state when you will make it available to the Home Office.
