Urgent Need help on Tier2 Dependant visa rejection

Hi

I have query for my friend
He is UK Tier 2 General applicant and is in UK since Feb 2012 and his visa is valid till feb 2017
He got married in dec 2014 and wife applied for Visa in dec 2014
but visa was rejected due to insufficient funds (closing balance was 3000 but there was one over draft during that period)

Employer sponsorship letter was not attached previously , Is there a clause mentioning that Employer sponsorship letter is not valid after main applicant has completed an year in UK for Tier2 applicants ?

Can you please help up with further options
1) Can we apply for Tier2 dependant again with employer sponsorship letter ?
or
2) Does the dependant need to wait for 3 months until the minimum funds are maintained and then reapply ?
or
3) Can we go for appeal , I was told that appeal would take more time than reapplying ?
or
4) Can dependant get visitor visa and then convert to dependant within UK or does she need to go back and apply again.

your friend's wife can re-apply with letter from your friend's sponsor certifying maintenance for her. See para 55:
