Can i switch over from Tier2(ICT LongTerm) to Tier2 General

I have got my Tier 2(ICT Long Term) issued in june 2011 till june 2014 (3 years) which is now extended till june 2016 ( 2 years more) .

Can i switch over from Tier 2(ICT) to Tier 2 (General) with in UK or do i have to go back to India and how ?

you would only be eligible to switch if you applied for your visa before 6 April 2011. For overseas application the date of application is the date when the visa fee was paid

If you return to home country you would only be able to apply after 1 year cooling-off

Please can you tell me when my cooling period will start when my current visa expires i.e june 2016 or the date before my visa expires lets when i leave for India.. (lets say 1st April 2015)..
