EEA Regs and entry clearance for non-EU citizens

Hi

I've come across three cases where the ECO decided the application for an EEA family permit under Rule 281. Is this correct? They've quoted Reg 12 (1) (b) (ii) which states:

"..would meet the requirements in the immigration rules (other than those relating to entry clearance) ..."

Surely 281 relates to entry clearances?!

Can someone please clarify the above.
