EEA 3 Student/Employment + CSI - Confused!!

Quick Advice needed,

I am an Austrian national who came to UK with my parents in Jul 2000 (aged 10) and have lived here ever since. my parents were / are employed / self-employed.
I wish to apply for PR since i have been excising treaty by being employed / studying (5 years from the date of application will be Jan 2010).

However, I never had CSI, if I ever got sick I will go to my GP (NHS) and I also have EHI from UK. I have been in part time and full time employment since I was 16 and have a National Insurance number.

Can i still apply proceed with my application?

Any advice / help will be greatly appreciated.
