reconsideration letter!!!

Hi everyone,

I have applied for EEA4 which has been refused with the right of appeal. I am planning to appeal but i am a bit confused about the appeal and reconsideration letter.
Can anyone please clarify about it? Are they the same? Should i fill the appeal form too if i write the case worker a reconsideration letter?
