EEA MINOR APPLICATION FOR BC ON HER OWN?

Hi all,
I truly ask for help: I am an EEA national who has been employed in the UK for 10 years. My daughter (16yo)has been living with me ever since:

1. Can I submit her application on an MN1 form without me applying (her father is in our country of origin and never lived in the UK yet would sign her application as consent) ?
2. I have never got a PR card yet can easily prove treaty rights; would BOTH parents passport be required? or solely mine?
3. All country of origin docs (her birth certificate etc) are not in English, is there any particular requirement re translation? or who does it etc.?
4. Is the application based on the section 1(3)? It seems like there is no clear definition of an EEA minor not born in the UK as per registration

I truly appreciate any help!
