dependent visa for 10yrs banned before time

hello and thanks for ur time.
ive got settlement on the basis of 10yr rute as student
my wife was student and refused in 2009 as deception in documents and banned for 10yrs
and over stayed as well but she left on her own in 2010.

i want to apply for her as dependent now. will her previous matters effect her application.?
what should we do in this matter

Good thing is Section 320(11) is discretionary refusal, unlike 320(7A) , however if it will breach the UK obligation under the ECHR, then it should in practice, not be invoked.

no we don't have any children yet.

Her psw was refused under paragraph 322(1A) and 245z (C) and 245z(D).
after 1yr she applied from back home again and got refused on student visa under 320(7B) and 245zv(a) 320(7A)
