Just wondering..... :D

Can the future government relax the 12 month cooling off period (which applies to people on standard salary and non shortage skill) and reintroduce in-country switching from T2 ICT to T2 General? If not what would be the challenges that would prevent them from doing so.

I doubt. Main reason would be to limit the count of people entering / remaining in UK.

The new government could certainly reduce immigration controls to nothing if they liked. The main obstacle/danger would be the fact that the government would effectively collapse, there would be a new set of elections, and they would be voted out of office within months of taking such an action. In the current envirnment, it is safe to expect that things will tighten up more.
