Belgium- "regularisation"

May I ask what "regularisation" is in Belgium?

I'm supposed to start an internship very soon in Belgium. The problem is: the Belgian visa/immigration authorities have systematic problems which has nothing to do with my visa application (LONG STAY for 4 months) but is very likely to cause a substantial delay. Which means if they continue on with the delay, I won't get the visa before my originally scheduled date of departure.

Does anyone know:
1) if there is any alternative to getting the long stay visa before arriving in Belgium? (I applied for multiple long stay visa for 4 months- internship)
2) I heard there is a process called "regularisation". As I don't need a visa to enter Belgium under the Schengen regime (90 visa free), people say I can do this.
What is this and what is the procedure?
