Applying for child settlement but claiming benefits

Just wondered if anyone could confirm if you are a British national (naturalised) applying for a child under 18 from abroad, will claiming benefits affect the application. My friend is applying for her daughter aged 17 who's father is deceased. She is living in a two bed housing association property, has two other children ages 7 and 3 who are also British and she claims child tax credit, child benefit and housing benefit. She is a full time student so she has student finance loan as income.
