Tier 2 General - Is degree mandatory?

Hi

I have a degree received from a University (India) which is not currently recognized by UK NARIC. Could this be an issue if I apply Tier 2 general visa (out of country) with this degree certificate when I am claiming points for English with my IELTS test (I scored 6). Is the degree certificate mandatory document for Tier 2 general visa application despite I have IELTS?

Please advice.

ielts score 4 would be enough to claim 10 points of English language
