ECS query

Hi I have a query when submitting the employee checking service.

my PSW visa was finished on the 31st of August 2014. I made sponsorship application on the 28th of August(3days before). I received a letter to submit the biometrics but due to health conditions i could not give the biometrics and i sent an evidence for that to the home office. The home office has sent my application back asking to resend it. I have resubmitted the application with in 28 days.

Now my question is, while answering for the ECS,(employee checking service) to the employer, what date does the home office take in to account as The date of application(as there are 2 applications made, one on the 28th of august and the 2nd one in december)?
as my employer has received negative verification.

what did the HO say in the letter asking you to re-submit?
what was the date you re-submitted the (presumably) T2G application?
have you heard anything from the HO after the re-submission?
were you asked to provide biometrics after the re-submission?
what reason did the ECS give for the negative verification report?
