visitor Visa application

Dear All,

I did applied my parents visitor visa 2 years back, which was refused. Now i am planning to apply again in same category. Do you think it will be wise to submit documents to clarify against last refusal reason. Or simply i should discard last refusal reason and submit new documents for this visa application only?
