Extending dlr, NHS surcharge and fee waiver

I have come on here as I have no idea what to do :(

My husbands visa is up for renewal so we need to apply to extend his current visa. He has discretionary leave to remain

My husband has access to public funds . We never claimed anything at all for him in the 3 years he was given dlr until anout 18 months ago when he became unwell and we were told he could claim ESA and PIP. So he gets them at the moment but they stop when his visa runs out . We spoke to the home office when said that they will carry on paying his benefits once they receive his extension application as his status in the UK won't change until they've made a decision on the extension

So we live off benefits and I work part time self employed

We are really struggling to get the money together to apply for his extension as we were unaware of the NHS surcharge until this week and it's £600 plus £649 for visa.

I've read about the fee waiver , would we qualify under exceptional circumstances cos if we pay it we will be literally broke for weeks after
