EEA retired person to live in UK...Please help

My mother is Norwegian citizen and this year she retired and wants to come to live with me in UK (I’m British citizen). She has Norwegian state pension.
We want to apply for residential certificate/card once she arrives (I know she doesn’t have to but we think is better).
My question is what of documents we need to do that. She can apply as self-sufficient person.
Is enough to have ?:
1. Pensions payslips for 6 months
2. Bank statements for 6 months
3. Letter from NAV (State Pension) confirming pension with apostille stamp

What about CSI? Is E121 (S1) certificate from Norway enough or she will need private medical insurance?
