A minor correction. If you are on Tier 1, in a few years, you will get ILR, not PR. ILR is for people applying under UK Immigration Rules, PR for people applying under EEA Regulations.
If you are still on Tier 1, you have at least 1 year before citizenship. That can be a very long time in immigration law.
In two years, the UK could be out of the EU, the EU immigration rules could have changed though negotiation. It would be foolhardy to advise you of which country/ies are easier in this regards as there are so many uncertainties.
I apologise for sounding harsh, but your son may wish to start working on his own immigration pathway. I am in a similar situation with my brother, who is still studying at university. I am guiding him on choosing a country that he wishes to migrate to and helping him navigate the immigration rules and forms of those countries (we have shortlisted three).
