Grandparents custody of a child

Hi

Could anybody help us on the following scenario:

Grandparent is a EEA national with PR since 2010. The grandparent gained the custody of her grandchild who is New Zealand citizen and brought the grandchild over to the UK. In terms of residence rights and nationality can the grandparent register the child as a British citizen as the grandparent holds PR, if not, what other options are there for the child to settle here.

The Child can apply for Residence Card under the Regulations or ILR under the Immigration Rules.
