Chinese born children

My son (born and lived in the UK) is married to a Chinese lady and they have 3 children and live in Xi'an. The eldest child has a Chinese passport. We are seeking advice to enable them to become resident in the UK. We thought that it may be easier to get Chinese passports for the younger children and then get UK passports when they are settled in the UK - using the "other than by descent" principal.

My son says that he cannot get Chinese passports for the two younger children - is that correct as they could become virtually stateless.
